CFSI WITH WFP CONDUCTED CAPACITY STRENGTHENING ON COMMUNITY BASED PARTICIPATORY PLANNING (CBPP) AMONG LOCAL GOVERNMENT UNIT (LGU) FACILITATORS OF MAGUINDANAO DEL SUR AND MAGUINDANAO DEL NORTE, BARMM
CFSI conducted a three-day training on Community-based Participatory Planning (CBPP) to strengthen the capacities of eight (8) municipalities in Maguindanao del Norte and Maguindanao del Sur, namely Datu Abdullah Sangki, Shariff Saydonna Mustapha, Datu Saudi Ampatuan, South Upi, Sultan Kudarat, Barira, Datu Odin Sinsuat, and Matanog.
CBPP is an exercise at the community level that allows them to assess their situations, describe the context of vulnerabilities, prioritize needs, and develop a community plan that will improve the lives of the most vulnerable population and the community as a whole.
The participants of the training included five staff members from each Local Government Unit (LGU) with a total of 40 participants. Specifically, these included 1) Municipal Agriculture Officer (MAO), 2) Municipal Environment, Natural Resources, and Energy Officer (MENREO), 3) Municipal Nutrition Action Officer (MNAO), 4) Municipal Planning Development Officer (MPDO), and 5) Municipal Disaster Risk Reduction and Management Officer (MDRRMO). The composition of the LGU Facilitators may vary relative to the local context of some concerned LGUs. The organized LGU Facilitators served as the facilitators in conducting community-based training and activities in the target barangays in each municipality in collaboration with WFP, CFSI, and Food Security Convergence (FSC) partner ministries.
The three-day Training on Community-Based Participatory Planning (CBPP) was held at the Center for Excellence in Humanitarian Service in Cotabato City.
With the issuance of Bangsamoro Food Sufficiency Task Force Resolution No. 2 s.2021 Adopting the Food Security Convergence Framework and Scaling Up of Convergence Model Areas and Services, CFSI entered into a partnership with the World Food Programme in November 2022 through the Food Security and Nutrition Project (FSNP). The project is designed to complement the efforts of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Government in addressing the food security and nutrition needs of all its population segments in an equitable manner which will further consolidate and enhance peace and development in the region. Through this project, CFSI will be implementing various activities for the components of the project. One of these components is the capacity strengthening of five (5) Local Government Facilitators from the twenty – six (26) municipalities covered by the project in the use of Community-Based Participatory Planning (CBPP) as a tool to be used in identifying and assessing the food security and nutrition issues in concerned municipalities.

To cascade the Food Security and Nutrition Project implementation, WFP and CFSI will advocate for the adoption and use of community-based participatory planning in program design. A Community Area Development Plan (CADP) will be the expected output of CBPP which will then be used as the primary reference in the implementation of Food for Assets (FFA) activities for the target communities together with the Food Security Convergence (FSC) partner Ministries.
