Refugees in the Philippines are concentrated largely in Metro Manila and nearby provinces, and have rights to registration, work, access to health and education, and freedom to travel or move anywhere in the country. However, these rights are restricted by prevailing domestic laws and policies, which exclude foreigners. Through the Urban Refugee Project (URP), Community and Family Services International (CFSI) and the UNHCR aim to assist in filling in the gaps in the social protection duties of the Philippine Government, and to engage concerned government agencies in providing services to refugees and asylum seekers.
