On 02 December 2019, the Community and Family Services International (CFSI) and Bangsamoro Development Agency (BDA) marked another milestone of collaboration as they signed the Project Partnership Agreement for another stage of implementation of the Mindanao Trust Fund Reconstruction and Development Project Phase II (MTF-RDP/2).

Signing the Agreement for CFSI were Executive Director Steven Muncy and Director for Mindanao Programme and at the same time MTF-RDP/2 Project Coordinator Noraida Abdullah Karim. Executive Director Windel Diangcalan and MTF-RDP/2 Project Coordinator Rhadzni Taalim, on the other hand stood on behalf of BDA.

Maria Loreto Padua, Task Team Leader for the MTF-RDP/2 of the World Bank and Mohamad Salih, Project Board Member and JTFCT Coordinator served as witnesses for the said ceremonial event following the Kick-Off Meeting of the Third Implementation Support Mission (ISM).

The PPA is a performance-based document which defines the roles and responsibilities in implementing the project, a set of deliverables by BDA as implementing partner, the conditions for fund transfer and Work and Financial plans for defined periods.

The PPA signing steers the preliminary activities of the Project to properly prepare the ground for the implementation. Moreover, it signifies that both parties agreed on the components and deliverables of the new grant.

Also present at the ceremony included representatives from the World Bank, CFSI and BDA Staff and other stakeholders.

The new agreement is a continuation of the existing MTF-RDP/2 responding to the commitment of the parties to expand the services and reach other sites and beneficiaries of the target areas in accordance with the 2014 Comprehensive Agreement on Bangsamoro (CAB).

This recent venture still lives with the existing objectives to improve access of identified beneficiary communities in conflict-affected areas in Mindanao particularly the six previously acknowledged camps of the MILF such as Camp Abubakar as-Siddique, Camp Badre, Camp Bilal, Camp Bushra, Camp Omar and Camp Rajamuda, to basic socio-economic infrastructure and alternative learning system.

The MTF is a multi-donor trust fund supported by benefactors such as the European Union, the government of Sweden, Australia, Canada, United States, New Zealand and the World Bank. The World Bank functions as Trust Fund Administrator of the MTF.
