CFSI together with the Bangsamoro Development Agency, Inc (BDA) and the Bangsamoro Camps Transformation Project, Phase 2 (BCTP/2) Project Board Members, composed of Co-Chairs from the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) and members from the Bangsamoro Planning and Development Authority (BPDA) and the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) convened the Second Project Board (PB) Meeting on 02 July 2026 to review the progress of the BCTP/2, strengthen institutional roles, and strategize for long-term project sustainability.

In the opening remarks, GPH Co-Chair Lt. Gen. Danilo Pamonag (Ret.) emphasized that success is measured by the lasting impact of established systems, while MILF Co-Chair Hon. Ali O. Salik reaffirmed the MILF’s continued commitment and highlighted the value of revisiting past programs to integrate lessons learned into current initiatives. Senior Social Development Specialist and Task Team Leader Mr. Samuel Clark from the World Bank reiterated a core focus on community empowerment and long-term sustainability amid evolving regional context.

The PB Meeting resulted in commitments from key stakeholders, including the BPDA assuming a clearer leadership role by presiding over the BCTP/2 Technical Working Group (TWG). BCTP/2 continues to progress, with data from the recent Implementation Support Mission (ISM) already shaping the Community Scorecard (CSC) to track and improve local service delivery.

CFSI implements the BCTP/2 in partnership with BDA. The project is funded by the Bangsamoro Normalization Trust Fund (BNTF) administered by the World Bank Group, with contributions from Australia, Canada, European Union, and United Kingdom, to improve access to basic social and economic services in six previously acknowledged MILF camps covering 17 barangays selected from 36 priority barangays identified under the Camps Transformation Investment Plan (CTIP)
